Why is this allowed in a league?

Can you explain me why all those pk3 files are allowed?
I know the Definitive Leagues allowed it but they had a ac running, and for the moment SH dont have any good ac to detect "wrong"pk3 files.

Hello time-bomb.You are right.We believe have a ac running to detect pk3 files.But we haven't.We wait for a ac programme but nothing for sure.If we not have ac programme the modifications will disappear!
